Muluki Ain (Civil Code) Bill passed
Kathmandu, Sept 25, 2017: A meeting of the Legislature-Parliament today passed the Muluki Ain (Civil Code) Bill, 2074 BS.
Minister for Law, Justice and Parliamentary Affairs, Yagya Bahadur Thapa had presented a proposal before the parliament seeking passage of the bill.
The bill includes provision on division of property. Earlier, the parliament had directed the committee concerned to incorporate this provision instead of the provision of granting will on parental property to be effective 19 years after the granting of the will. The provision of will on parental property was in the bill when it was first presented in parliament.
The bill which takes effect one year after the President authenticates it is one of the legislations that displaces the Civil Code.
Similarly, the meeting passed the Country Civil Procedure (Code) Bill, 2074. Speaker Onsari Gharti announced that the bill has been passed by a majority despite Nepal Majdoor Kisan Party lawmaker Prem Suwal's objection citing lack of a quorum when the bill was put to a vote.
The meeting was postponed for 15 minutes after that. It has been postponed until 1 pm on October 6 after it was found that it lacked the quorum.
